In 1995, the Government of Quebec adopted a Policy with regard to Francophone and Acadian communities of Canada. This policy profoundly renewed the relationship between francophones of Canada and the Quebec state by focussing the actions of the Quebec government on the creation of long-term ties and the establishment of a true partnership. In preparation for the 2000 Francophone Forum, the Secrétariat aux affaires intergouvernementales canadiennes wanted to take stock of the implementation of the Policy and to obtain a critical view point on the evolution of the gouvernment action. The evaluation comprised the preparation of a dossier on the program realisations over four years, the analysis of strengths and weaknesses of the implementation phase based on in-depth interviews and a self-administered survey and an analysis of threats and opportunities.
